Yes, this is a correct interpretation of Eph 5:21 as I understand it.
If husbands are *not* to submit to their wives, it certainly is confusing to have so many NT passages emphasizing the goodness (and Spirit-fruitedness, if that’s a word) of Christians submitting one to another.
